According to a spokesman for the Labor Department, enterprises participating in the Greater Bay Area Youth Employment Program are required to hire qualified Hong Kong youths with a monthly salary of not less than HK$18,000 in accordance with Hong Kong laws and dispatch them to work in mainland cities in the Greater Bay Area. and receive on-the-job training.

The Hong Kong SAR government will provide each employed young person with a monthly subsidy of HK$10,000 for a maximum period of 18 months.
