Children go to university free of tuition


On February 7, the Japanese government cabinet passed a bill to amend the "University and Other Education Support Act":


Families with three or more children, if there are children attending universities, junior colleges, higher vocational colleges or technical schools in the family, will enjoy admission fees and tuition exemption policies.


This bill will be submitted to the current parliament for deliberation, and once approved, it is expected to take effect in April.


The upper limit of university fee reduction is:


★ Public school: Admission fee reduction of about 280,000 yen, annual tuition reduction of about 540,000 yen


★ Private school: Admission fee reduction of about 260,000 yen, annual tuition reduction of about 700,000 yen.


In addition, the system will remove the income threshold and is expected to benefit about 410,000 people. Previously, only about 120,000 people from families with an annual income of less than 6 million yen could enjoy the tuition reduction policy.

After the implementation of this measure, children from large families can attend public universities for free in principle.


However, it should be noted that even if there are 3 children in a family, if the first child is employed and out of support, the second child and subsequent children will no longer meet the conditions.

High school will also enter the free era


Currently, when the family's annual income is less than 9.1 million yen, children attending public high schools are basically exempt from tuition; when the annual income is less than 5.9 million yen, children attending private high schools can receive up to 396,000 yen in funding.


The Japanese government intends to cancel the above income restrictions and instead provide a unified subsidy of 118,800 yen per year for both public and private students, which can fully cover the tuition fees of public high schools.


The plan is in the discussion stage, and the cancellation of income restrictions has been agreed upon at the meeting. The free public high school plan is expected to be implemented in April this year, while the free private high school plan may be implemented later.

In addition to implementing measures such as tuition reduction and scholarships in the field of education, Japan also provides "all-round, one-stop" comprehensive support for families with children.


During the production stage, mothers can receive 500,000 yen in childbirth subsidies, delivery subsidies and birth subsidies, as well as up to 98 days of maternity leave and subsequent childcare leave for one and a half years. During this period, maternity leave wages can remain at two-thirds of the original salary, and childcare leave can receive 50% of the salary.


Entering the childcare stage, families can receive production preparation funds and child allowances, and childcare costs for children aged 3 to 5 are completely free. For families with three or more children, the childcare costs for the third child between the ages of 0 and 2 are also fully waived.
