Hong Kong Chief Executive Lee Ka-chao pointed out at a media forum that the "High-end Talent Pass Program" and other talent import programs had been implemented until the end of May, with 84,000 applications received and about 49,000 visas granted, exceeding the annual quota of 35,000. The goal is to prove that Hong Kong is sufficiently attractive.


Li Jiachao believes that according to the current trend, the number will double by the end of the year, that is, about 100,000 applications will be approved. Currently, applicants of Type B and Type C of the "High-end Talent Pass Program" need to be awarded a bachelor's degree by a top 100 university in the world.


In this regard, the Chief Executive of the Hong Kong Special Administrative Region, Lee Ka-chao, revealed in an interview with the media on July 2 that the authorities will consider relaxing the application threshold, and applicants may not necessarily need to graduate from the top 100 universities in the world. Because many places have universities that are not in the top 100 but have excellent talents, I hope that talents can cooperate with the development of the eight major centers in Hong Kong.

Most of the applicants are from the Mainland


Regarding the "High-end Talent Pass Program", Sun Yuhan, Secretary of the Hong Kong Labor and Welfare Bureau, said in mid-May that as of the end of April, about 27,000 applications had been received, of which 17,000 had been approved; about 10,000 people who had received relevant visas Among the applicants, about 5,000 have arrived in Hong Kong, and most of them are engaged in the financial industry.


He pointed out that among these applications, about two-thirds were from the Mainland and the other one-third were from overseas, and some of the applications filed from overseas also had Mainland backgrounds.

Mode introduction


★2+3+3 mode


According to the regulations of the Immigration Bureau, the first approved stay period of the "High-end Talent Pass Program" is 2 years.


The applicant must apply for an extension of the period of stay (i.e. renewal) within 4 weeks before the expiry of the period of stay.


Approved applications for extension of stay are usually approved in a "3+3" manner, that is, the first extension is for three years, and the subsequent extension is for another three years.


★2+6 mode


In addition, if the applicant meets the following two conditions, it can also apply for renewal under the "Top Talent" category:


1. The applicant has been permitted to stay in Hong Kong for not less than 2 years under the "High-end Talent Pass Scheme"; and


2. The applicant’s payroll tax income in the previous tax year should be HKD 2 million or above.


In short, once the "High-end Talent Pass Scheme" is approved, applicants with Hong Kong identity need to work in Hong Kong with an annual salary of HK$2 million or above.


When applying for a visa renewal, the Immigration Bureau will review whether the applicant meets the qualifications of top talents, and if so, usually directly approve the 6-year period of stay. This means that the applicant only needs to renew the visa once to meet the conditions for 7 years to become a permanent resident.
