Who is not eligible?

A

◾ Although some people are non-permanent residents in Hong Kong, they are not eligible to apply for permanent residence and cannot apply for consumption coupons. The specific population is as follows:

◾ Early application for withdrawal of MPF before the age of 65 on the grounds of “permanent departure from Hong Kong” on or before June 13 will be considered ineligible.

◾ If the permanent resident identity card held is not issued locally, or there is other evidence that the government believes that it will not return to Hong Kong, it is also considered ineligible.
